Tremblay refuses to step down
Despite Monday’s Charbonneau commission bombshell, Mayor Tremblay says his conscience is clear and he has no intention of stepping down although both Louise Harel and Richard Bergeron immediately made the suggestion. Tremblay has 13 months left to serve in his current mandate.

Well, since everyone around Tremblay is evidently corrupt, there’s two options here – either Tremblay is lying, or he’s really that stupid. Crook or incompetent – either way, he has no business being mayor.
