I wonder if the lighting of all past-venue Olympic flames is the norm and/or is required. If not, it could make for an interesting addition to Olympic protocol.

I think it’s just that any city that’s hosted the Games has the right to do so if they like. I’ll ask around.

OK, according to this article, which starts talking about Atlanta’s situation but then gets more general, in theory the IOC is meant to give specific permission to cities to relight their Olympic flames, but in practice they do what they like with them.
