Hip Cities? Us?

A couple of paragraphs on Montreal in this New York Times piece on hip cities is getting some attention, but as usual I find the description almost unrecognizable. A subterranean arts quarter? Have I missed something? And are people really snowshoeing across Mount Royal en masse?
