exposited in detail here on Spacing: a pre-merger Montreal would have elected Louise Harel as mayor by a comfortable margin.
(If indeed it's anglos and allos who stay home, then Louise Harel is likely wrong in her claim that, had more people voted, she would've won. But there's no way to test this claim for sure.)
