The city has
marked an all-time record in fines, having
raked in $130 million in 2007, and that's not counting the additional administrative fees. One downtown promoter thinks this passion for fines
is counterproductive and will deter people from coming back to Montreal. The administration says the goal is public safety, not collecting those sweet sweet fines.
